Frank supervises Alta Vista’s operations and quality assurance staff, and manages several of our local agency and commercial projects. He has 25 years of experience working on public and private engineering and construction projects. After retiring as a Colonel of the U.S. Army Reserves, Frank spent 10 years at the California Department of Transportation, where he received the Resident Engineer award in 1987. He is an experienced project engineer, quality control manager, project manager and operations manager for large civil infrastructure, waterway, and site remediation projects.
Frank holds a Master of Business Administration in corporate financing from Golden Gate University in San Francisco. He’s also a registered civil Professional Engineer in California, and a certified Stormwater Pollution Prevention Plan Developer and Practitioner.
In his free time, Frank is treasurer for the Society of American Military Engineers’ San Francisco Post. He also enjoys working with the Knights of Columbus, keeping morale up around the office, and coaching CYO basketball.
