ASSISTANT RESIDENT ENGINEER/ROADWAY CONSTRUCTION INSPECTOR – CENTRAL VALLEY, CA

This position will report to either a site manager or project manager who will establish clear expectations in terms of work quality, efficiency, and technical development. The employee in this position will work directly with clients on technical aspects of the projects and therefore must be able to communicate technical requirements and deliverables clearly and concisely.  

KEY RESPONSIBILITIES:

  • Assist the Resident Engineer in administration of the construction contract 
  • Enforce established construction and materials specifications 
  • Assist in the inspection of all phases of work and construction contract compliance 
  • Document work by the Construction Contractor and subcontractors 
  • Monitor construction operations for compliance with contract provisions, drawings, and specifications 
  • Identify changes, errors, or field adjustments to the contract documents and recommend action to the Resident Engineer 
  • Monitor Construction Contractor’s quality control operations for contract compliance 
  • Perform materials inspection 
  • Monitor Construction Contractor traffic control system and safety plan for contract and Manual on Uniform Traffic Control Devices compliance 
  • Report safety and health deficiencies to the Construction Contractor, and Resident Engineer 
  • Monitor work for compliance with environmental and erosion control requirements 
  • Report inspection and administration performance of other Field Inspector personnel 
  • Train on-site personnel as required in the performance or inspection and testing responsibilities 
  • Prepare daily construction inspection reports 
  • Perform off-site plant fabrication or material source inspection or certification as assigned 
  • Ability to prepare contract change orders 
  • Review contractor progress payments for accuracy; obtain field measurements of construction materials and products; review and assist the RE in preparing contract claim responses; document project progress (videography and photography): develop special reports; and review contract submittals including shop drawings for compliance with the contract 
  • Monitor Construction Contractor’s construction schedule and advise the RE

MINIMUM REQUIREMENTS:

Classification level of Construction Inspection to be based on Government need and the individual’s demonstrated proficiency in the following: 

  • Bachelor’s Degree in Civil Engineering and California certified engineer-in-training OR 
  • Master’s or Doctorate Degree in Civil Engineering 
  • 2+ years of roadway construction inspection of highways or major public works projects  
  • 1+ years of personnel reviewing, inspecting, and approving traffic control system work 
  • Documented proficiency in roadway construction inspection services for: Hot asphalt concrete paving; Concrete structures; Aggregate base; Drainage Culverts; Retaining walls, earthworks, rock excavation, foundation piles, soil nails; Guardrail; Re-Vegetation; Traffic Control System; Soil Erosion; Sediment Controls 
  • Experience with assisting Resident Engineers in the following tasks: Inspection of non-structural construction operations; Inspection of traffic control system compliance; Contract change order preparation, review, and analysis; Water Pollution Control Program enforcement; Preparation for the Dispute Review Board position papers and meetings; Responding to preliminary claim findings and preparation for Dispute Review Board; Preparation of Claim files, documents, and reports 
  • Possess good communication skills, both verbally and written 
  • Possess good record keeping and organizational skills 
  • Possess good mathematical skills 
  • Possess good proficiency with CPM construction schedules and CPM software 
  • Knowledge of general design principles; safety and labor laws and requirements; quality control-quality assurance principles 
  • Knowledge and experience with the SWPP Program and the General Permit 
  • Knowledge of Caltrans Standard Plans, Standard Specifications, and Construction Manual 
  • Proficiency in administering transportation contracts, specifications and plan interpretations 
  • Capable of performing material testing for aggregate, asphalt concrete pavement, Portland cement concrete pavement and embankment. 
  • Certified to sample roadway material per Caltrans Test Method 125
