Project Summary:

The Federal Highway Administration recently awarded the AVS – HDR Joint Venture a Long Term Bridge Performance (LTBP) contract. The LTBP Program itself is anticipated to be a 20-year or longer research effort, focused on detailed inspection, periodic evaluation and monitoring using advanced sensor technologies from a representative sample of bridges throughout the United States. This includes field evaluation, testing and monitoring. Through the efforts of the LTBP, it is expected to not only develop advanced automated tools and technologies as well as advanced data analysis and visualization tools, but also to develop standards and protocols to improve knowledge of bridge performance.  Alta Vista will be providing qualified technicians and engineers to assist in data mining and analysis.

Key Responsibilities:

Construction Engineer – Federal Lands

Position Summary:

The Construction Engineer will be responsible for performing assigned duties on construction projects for bridges and other transportation structures. Position requires thorough knowledge of civil/structural design, construction, and material engineering techniques to plan and perform independent work requiring judgment in the evaluation, selection, application and adaptation of these techniques, procedures and criteria. Included in that role are analyses of complex structural engineering design and construction documents, drawings, reports, quality control reviews and providing timely material related recommendations. Job Duties: 

  • Function as technical advisor for administering and enforcing compliance with the terms of the construction contract within delegated authorities

Construction Inspector – New York

Position Summary:

Alta Vista Solutions is seeking a construction inspector with prior experience on bridges and roadways for projects in and around New York City. This individual will be performing inspections of the construction activities including concrete, steel, and deck work.

Key Responsibilities:

  • Perform inspection of contractor’s work to ensure construction activities are in accordance with plans, specifications, and contractual requirements.

Position Summary:

Alta Vista Solutions is looking for a Field Inspector; inspectors are responsible for performing, coordinating and assuring all applicable codes and standards are met.

This position will report to either a site manager or project manager who will establish clear expectations in terms of work quality, efficiency, and technical development. The employee in this position will work directly with clients on technical aspects of the projects and therefore must be able to communicate technical requirements and deliverables clearly and concisely.

Job Duties:

Materials Inspector – Bay Area

Position Summary:

Duties includes performing field and plant inspections during the production and placement of asphalt concrete, portland cement concrete, and other construction related material such as oil binder, aggregates, cements, and admixtures.  Inspectors will also visit quarries and mine pits to witness material source sampling, stockpiling and testing samples of binders, cement admixtures and other related materials.

Skills & Abilities:

  • Knowledgeable on the placement, sampling, and testing of materials used in state transportation projects. Knowledgeable of material testing requirements and QA/QC frequencies as they relate to Caltrans Special Provisions, Standard Specifications, and Construction Manual.

Position Summary:

The candidate would ideally possess a thorough knowledge or expertise in materials engineering and non-destructive examination of mechanical equipment, coated metals, stainless steel and alloy metals, castings,-turbines, and hydro equipment. This is a quality management/assurance related role and a demonstration of experience in this area is essential.

Job Duties:

  • Develop quality management plans involving mechanical and hydro equipment
  • Manage all aspects of the quality assurance and inspection of high functioning hydro and mechanical equipment
  • Demonstrate understanding of Non-Destructive Examination (NDE) techniques used to inspect pipework, precision castings, turbines, and other hydro equipment
  • Demonstrate expertise in corrosion protection requirements of stainless steels, alloys, and coated metals
  • Inspect and assess conditions of mechanical equipment, and provide recommendations on usability, and integrity
  • Interact with clients along with the management of project meetings and presentations
  • Participate in the development of technical memorandums and reports
  • Demonstrate ability to effectively manage and work with clients, engineers and designers, construction inspectors, contractors, and administrative and clerical personnel
  • Understand the basic concepts behind water system distribution models
  • Demonstrate thorough knowledge of the engineering aspects of projects such as water treatment plants, hydro related plants various chemical feed and monitoring systems, pumping stations, water distribution systems and storage facilities
  • Demonstrate a thorough knowledge of the various types of water resource related equipment, metal treatments and processes
  • Demonstrate a thorough knowledge of both public and private construction projects as well as traditional procurement and alternative delivery methods such as design build
  • Demonstrate ability to manage the entire construction process from pre-bid though project commissioning, startup and operations and maintenance
  • Manage contracts on schedule and scope and within budgets
  • Manage and lead a team of engineers and inspectors on one or more contract

Minimum Qualifications:

  • B.S. in Mechanical Engineering
  • P.E. License required
  • 10+ years of experience in this or related sectors
  • Effective written, interpersonal and communication skills
  • Ability to work as part of a team involving staff, clients and outside agencies
  • Proficient using Microsoft Office (Word & Excel) and AutoCAD
  • Strong organizational skills, including an ability to prioritize activities with limited supervision
  • Prior work with the Department of Water Resources (DWR) preferred
