Bridge Inspector – United States

Project Summary:

The Federal Highway Administration recently awarded the AVS – HDR Joint Venture a Long Term Bridge Performance (LTBP) contract. The LTBP Program itself is anticipated to be a 20-year or longer research effort, focused on detailed inspection, periodic evaluation and monitoring using advanced sensor technologies from a representative sample of bridges throughout the United States. This includes field evaluation, testing and monitoring. Through the efforts of the LTBP, it is expected to not only develop advanced automated tools and technologies as well as advanced data analysis and visualization tools, but also to develop standards and protocols to improve knowledge of bridge performance.  Alta Vista will be providing qualified technicians and engineers to assist in data mining and analysis.

Key Responsibilities:

  • Perform bridge inspection using the FHWA RABIT equipment (training will be provided)
  • Serve as the primary role in field data collection and performance monitoring.
  • Responsible for the daily safe and efficient operation of NDE equipment, including electrical resistance, impact echo, ultrasonic surface waves, ground penetrating radar, ultrasonic testing and magnetic particle testing

Construction Engineer – Federal Lands

Position Summary:

The Construction Engineer will be responsible for performing assigned duties on construction projects for bridges and other transportation structures. Position requires thorough knowledge of civil/structural design, construction, and material engineering techniques to plan and perform independent work requiring judgment in the evaluation, selection, application and adaptation of these techniques, procedures and criteria. Included in that role are analyses of complex structural engineering design and construction documents, drawings, reports, quality control reviews and providing timely material related recommendations. The individual will also be responsible for the management of the quality of materials incorporated into construction contracts.

This is an exempt position with openings in California, South Dakota, North Dakota, Nevada, Arizona, Colorado, Utah, New Mexico, Texas, Oklahoma, Kansas and Wyoming.

Job Duties: 

  • Function as technical advisor for administering and enforcing compliance with the terms of the construction contract within delegated authorities
  • Manages a construction team including the supervision of construction inspectors
  • Monitor, document, and advise the government on contract actions

  • Review Construction Contractor’s work for compliance with the contract

Construction Inspector – Federal Lands

Position Summary:

Alta Vista Solutions is looking for a Field Inspector; inspectors are responsible for performing, coordinating and assuring all applicable codes and standards are met.

This position will report to either a site manager or project manager who will establish clear expectations in terms of work quality, efficiency, and technical development. The employee in this position will work directly with clients on technical aspects of the projects and therefore must be able to communicate technical requirements and deliverables clearly and concisely.

This position has openings in Arches, Utah and Flagstaff, Arizona and may require travel throughout the Western United States.

Job Duties:

Engineer II – Los Angeles

Job Summary:

Alta Vista Solutions is seeking an Engineer Level II for ongoing infrastructure projects that require a Civil engineering background.  The level of the position will depend on the experience & qualifications of the candidate.

The ideal candidate will perform engineering assignments in project management, construction management, material engineering and material testing for transportation and other infrastructure projects; must possess a solid grasp of fundamental engineering principles and exercise sound technical judgment. Under the supervision of a Professional Engineer, this position will require solving problems of low to medium difficulties. The responsibilities will include: working with internal and external parties to plan, develop and execute engineer projects, filing, research, preparing project estimates or other reports to assess accuracy and conformance; and other duties as assigned. Materials Inspector – Bay Area

Position Summary:

Duties includes performing field and plant inspections during the production and placement of asphalt concrete, portland cement concrete, and other construction related material such as oil binder, aggregates, cements, and admixtures.  Inspectors will also visit quarries and mine pits to witness material source sampling, stockpiling and testing samples of binders, cement admixtures and other related materials.

Skills & Abilities:

  • Knowledgeable on the placement, sampling, and testing of materials used in state transportation projects. Knowledgeable of material testing requirements and QA/QC frequencies as they relate to Caltrans Special Provisions, Standard Specifications, and Construction Manual.
  • Familiarity with weighing and batching equipment.
  • Ability to interpret material test data, provide analytical determination of material acceptability, and visually recognize basic material properties throughout production and placement.
  • Ability to prepare material inspection and testing reports and back up calculations

Materials Tester – Sacramento

Position Summary:

Primary duties include preparing aggregate reference samples for distribution to laboratories seeking annual qualification.  Duties may also include sampling and testing services for hot mix asphalt, concrete, aggregates, soil, cement, for Caltrans.

This is a full-time non-exempt position located in Sacramento, CA.

Skills & Abilities:

  • Knowledge of materials, approved methods and equipment used in physical testing of construction materials.

AVS is providing Quality Management and Safety Management services for the Rail Delivery Partnership (RDP).

  • Assist the RDP Program Quality Manager, Quality Systems Manager, and the Quality Management Team (QMT) in developing, integrating, and managing the Authority’s Quality Management System (QMS).
  • Responsible for development and ongoing measurement of performance metrics for key organizational processes that result in data-driven decision making.
  • Strategize, conduct, lead, and manage resources for QMS assessments of various Program entities for compliance with contract requirements, and ensure appropriate documentation and communication of assessment results.
  • Lead development of compliance processes, quality procedures and quality control methodologies.
  • Responsible for preparation of quality documentation, detailed reports and presentation materials.
  • Responsible for ensuring consistency and compliance with contracts, agreements, and management policies.
  • Ensure that roles & responsibilities and processes & procedures are properly documented, understood, and implemented.
  • Identify deviations and non-conformances from established standards and ensure resolution using problem-solving methodologies such as 8D, A3 reports, and Pareto charts.
  • Identify opportunities for continuous improvement and manage implementation of solutions using methodologies such as process mapping, brainstorming, and data-analysis.
  • Responsible for creation, population, and maintenance of databases for tracking data, requirements, and activities critical to the QMS.
  • Responsible for management of Internal Process Improvements (IPIs) for organizational units within the RDP and Authority.
  • Provide expertise on the development of data management systems and tools to be used by the QMT.
  • Facilitate process improvement activities using quality tools such as RACI charts, value-stream mapping, and PDCA.
  • Provide supervision, guidance and mentoring for the work products provided by Quality Assessors I’s and II’s in their day-to-day tasks.
  • Coordinate and facilitate the RDP’s implementation of Baldrige Performance Excellence Criteria.
  • Manage milestones and ensure successful completion of deliverables.
  • Develop strategies for deployment of Continuous Improvement program-wide.

Railroad Coordinator III – Fresno

Position Summary:

The California High-Speed Rail Authority (Authority) has developed a long-term implementation program to deliver the 800-mile California High-Speed Rail Program connecting Southern and Northern California. This multi-billion dollar project includes final design and construction of the rail and civil infrastructure to support a 220-mph high-speed rail service. Alta Vista is providing Quality Management and Railroad Coordination service.

Key Responsibilities:

  • Strong understanding of railroad agencies’ protocols and procedures, with the ability to understand railroad entity processes and challenges.
  • Serve as single point of contact/lead for planning and evaluating necessary track outages with railroads.
  • Coordinate work with local agencies, city entities and utility companies
  • Work with regulatory agencies to ensure applicable requirements are met
  • Coordinate work/construction activities in accordance with the Railroads Capital Improvement Plans.
  • Perform onsite verification and audits to ensure compliance with requirements for working on railroad right-of-way.
  • Review invoices submitted by railroad entities for flagging and engineering services.
  • Work with the Authority and its contractor to providing recommendation on most effective strategies for use of railroad flaggers.
  • Attend pre-construction meetings or necessary railroad coordination meetings as requested by the Authority or Railroads.
  • Provide assistance/recommendations for verification and acceptance of rail material.
  • Work with all construction packages to establish best practice guidelines, recommendations and procedures for future reference.

UAS Systems Engineer – Seattle

Position Summary: 

This is a newly created position that requires a broad set of skills and technical training.  The UAS Systems Engineer will support various unmanned aerial systems (UAS) projects to help evaluate and determine the most effective and efficient UAS for a client’s specific use case.  Working within a project team environment, this position will perform a wide variety of data collection and data evaluation tasks that will be used as an element of a UAS solution.  UAS Systems engineering applies to everything from a large unmanned system to computer hardware and software.  It potentially encompasses every aspect of a UAS project, from costs and environmental impact, to time lines and life expectancy of equipment.

This is a full-time position is located in Seattle, Washington.  Some travel may be required.
